Cape Town discusses amendment bill

The bill seeks to “to amend the National Sport and Recreation Act, 1998, so as to delete, amend and insert certain definitions; to provide for the promotion and development of sport and recreation; to establish a Sport Arbitration Tribunal to resolve disputes between sport or recreation bodies; to provide for and regulate combat sport; to provide for and regulate the fitness industry; to provide for the procedure in bidding for and hosting of international sports and recreation events; to provide for the delegation of powers; and to provide for offences and penalties; and to provide for matters connected therewith.”

Elton Davids, chairperson of the Cape Town Sport Council and also an executive committee member of the WCPSC, said the feeling from our delegates present at the meeting was that they could not take a position on the bill until they have worked through it.

Therefore, the bill was given back to our Federations to do some more homework on, add comments and give feedback. So for now it’s back to the drawing board for our members at Federation level.

By the end of the week our members are supposed to return the feedback, after which the Cape Town Sports Council will hand it over to two lawyers who will then draft a formal response.

Every Federation will then take that document and use it as basis for a formal response to the Department of Sport and Recreation and the South African Sports Confederation and Olympic Committee (SASCOC). Each Federation will respond directly to those two bodies.

Interested parties should forward their written inputs on the draft legislation to Adv. Nkosana Mehlomakulu of Legal Services, SRSA, Private Bag X896, Pretoria, 0001 or hand-deliver it at 66 Regent Place, C/o Queen and Madiba Streets, Pretoria, or e-mail it to nkosana@srsa.gov.za on or before 28 February 2020.

A copy of the draft Amendment Bill and the Memorandum on its Objects can be downloaded from the website of SRSA: www.srsa.gov.za
